How to Establish a Foreign Representative Office (FRO) / Kantor Perwakilan Perusahaan Asing (KPPA)
The required documents are mentioned in the Appendix of the Chairman of BKPM Regulation No. 4 of 2021 concerning the Guidelines and Procedures on Risk-Based Investment Licensing and Facilities – which are the following:

Article of Association and/or Certificate of Incorporation of the principal company in English or translated to Indonesian which is authenticated by the authorized institution in the designated country of origin (the details on how to obtain US authentications can be found here);

Letter of Statement (LoS) from the Head of the KPPA in Indonesia which states the willingness of the Head of KPPA to stay and work only as the Head of KPPA in Indonesia without conducting any other business activities in Indonesia (If signed in the US, it must be authenticated by the local Indonesian Embassy, but if it is signed in Indonesia, the letter must be signed over stamp duty and does not need to be authenticated by the Indonesian Embassy. Letter of Appointment (LoA) of the Head of the KPPA in Indonesia (Authenticated by the local Indonesian Embassy. The details on how to obtain an apostille from the Indonesian Embassy can be found here);

Letter of Intent (LoI) (Authenticated by the local Indonesian Embassy. The details on how to obtain an apostille from the Indonesian Embassy can be found here);

Letter of Reference (LoR) from the Indonesian Embassy/Trade Attache or IIPC New York (for a LoR from IIPC New York, please refer to the procedures below).
How to request a Letter of Reference from IIPC New York:
